I just did a format and reinstall of Sierra on my Macbook Pro and there is an unknown device in my Finder sidebar. Screengrab:

According to its info it's a PC (despite having 'linux' in the name).

I haven't allowed any kind of sharing and my WiFi is locked down with no unknown devices visible.

What is it? Is someone sharing my computer? Is someone else's computer available for sharing? Something else?

It's just another computer on the network. If you have sharing turned off, they can't see your stuff. And if you can't log into it, you can't see it's stuff. It's not really "shared".
