Why is there no way to feedback iOS bugs to Apple

I find there is no way to feedback iOS bugs back to Apple. On their website you can feedback on products and some parts of iOS but not general iOS itself.

I find I have to report general iOS bugs using the iPad or iPhone feedback page but many bugs refer to both.
