Why is this greyed out?

I don't have much hope that I'll ever see these again, but I'm curious about how the process works.

I'm just guessing but it's probably because you marked it as lost. Why would you not want to be notified?

That's the point. I DO wish to be notified, but if the button is greyed out, then it can't be turned on/off.
No matter now, though, as the situation seems to have magically remedied itself (not longer greyed out and set to "on")
