I updated to macOS Catalina two days ago however in whichever app the Mac icon is (Settings, Apple Support, Apple Store), it still shows macOS Mojave’s wallpaper. Unlike the MacBook Air, the iPhone (11 Pro Max) does show the wallpaper of the iOS version it is running (iOS 13). Is this normal? I was expecting macOS Catalina wallpaper to show instead of Mojave’s.

Strange - that is not normal - should be the new dynamic desktop pictures

did you check in preferences to make sure Catalina is selected and it is not a manual desktop from a previous OS?

Edit - I thought you meant the wall paper on the desk top - did not realize it is the icon for Macbook Air

Yes, I mean that list of icons of your devices that you can find in Settings > Apple ID (on the iPhone) and System Preferences > Apple ID (on the Mac).
