why m4 pro has 64GB ram in mac mini while it only has 48GB ram in macbook pro

apple's ram configuration encourage/force us to choose m4 max, but basic m4 max only has 36gb ram, only full m4 max has 64GB and 128GB.

I want m4 pro with 64GB ram in macbook pro. it seems that I have to wait for next M chip release.

M chip is good, but I feel so painful in ram options.
