Why my Preview is different?

Hi,

I want to resize photos and just realised Preview can do the job. Following the article, how come my Preview don't hv the resize icon. Am using High Sierra v 10.13.6, my Preview version is 10.0

Step 2 tells you to "find" the Markup icon (which looks like the tip of a pen), but doesn't tell you to actually click it. You need to: It will display a second toolbar when you click it.
