I create a hotspot with my wifi router software on windows xp laptop.But why my samsung galaxy s3 mini couldn't connect to wifi,while it works fine for my brother's iphone?

Try to turn off your S3 then turn it on , samsung devices always lag :-/
But the iPhone doesn't

Does the S3 mini support 5 Ghz wifi?
