Why no global Siri suggestions off switch?

Seems like I have to turn them off app by app? Shouldn’t turning them off in the Siri setting area kill them everywhere?

I feel the same way; it's a pain to have to disable all of those Siri settings for each app. I don't use Siri on any of my devices. I don't think it's a bug; I think it's one of those features that Apple may be assuming the majority of users keep enabled.
