Why no "Voice Dictation" for iPhone 4 and iPad 2 in iOS 5.1

I understand they want to use Siri as a selling point for the 4S but it would have been nice to give us iPhone 4 users at least the voice dictation.

Now the iPad 2 gets left out as well, and it has the same processor as the 4S so it could handle it. Seems a bit greedy on Apple's part.

Seriously, the OP should just jailbreak and install siri anyway. Who cares what apple wants and doesn't want?
