There is a large percentage of people who were frustrated by this unnecessary change.
The vast majority of them have moved on a couple of years ago not too long after this change was made.

I am frustrated by this every day as I leave my apartment. That was one of the number one benefits of control center, simple easy and quick. Now I frequently forget and burn my battery life up for 20 minutes before I see it trying to connect to random stores I drive by.

Why not just turn "ask to join networks" off? No more connecting to random wifi networks.

I wasn't crazy about the change to control center at first but now I actually do like that I don't have to remember to flip back on wifi if I ever turn it off from control center.

What’s even dumber is it let’s you turn it off but only temporarily, what’s the point?? Is there any tweak or workaround?

Apple has been advertising features like handoff, airdrop, etc which require wifi. However, the lay people, which is the majority of the consumers, would not know any better, and will probably complain/call support if the feature doesn't work while they turn ooff wifi. So I'm guessing Apple took the decision to make it harder for people to turn off wifi.

I was not happy with this decision back then. But then I look at how often I actually turn off wifi, rarely, and even then I did it temporarily. So now I don't even think about it.

As for connecting to random stores, the iPhone won't just trying to connect to any wifi network, unless you have connected it to the network before. You can also disable "Ask to Join Networks" if the iPhone keeps popping up asking to connect to a wifi network.
