Mabook is stuck or frozen - I have to make a force restart. Before I could choose if I want to reopen everything (of course, I don't want) and now this option disappeared : everything that caused the disaster is being opened again. How is this possible ? Why this basic option was removed ?

Not sure if that option was removed. I still see it on my device on the latest 11.5 Beta.
Try simply restarting it from the Apple menu and see if that option appears there.
Also, try System Preferences > General > put a check mark next to "Close windows when quitting an app", see if it makes any differences.

Also also, you can try booting in Safe Mode (hold the Shift key when booting, will take longer to boot), and then restarting the usual way.

I am talking about force restart (by holding switch button) or computer crash. Before even in these cases you got an option "do you want to reopen the windows - yes/no" ? Now this dialogue vanished and all those messy windows try to open again which is terrible.

Hello,
Noticed the same, if you restart/shutdown manually it works but if you have a crash or interrupted restart it does not take any of you preferences/services (dnscrypt/dnsmask for example or don't start any application at startup.) and you are forces to restart after that.
The secured system HDD has taken over any customisation, and taken over your hdd, like an Iphone.
