Why should you buy a full version? To comply with the EULA. If you don't care about being legal, then why even buy the upgrade?
Oh boy... Hows Microsoft going to get around this one? Looks like they be screwed. Its not like they couldn't turn a nice profit from upgrades versions anyway.

What's the point of saving a few bucks when for only a little bit more you can have a 100% legit version. In the end you're still shelling out $100+.

I worked at CompUSA in the software department when I was in high school. Customers would come in looking at the full version of office which ran $529 if I recall correctly. I would quickly point them to the upgrade version which was about half that at $249. Not wanting to promote pirating and thus lose my job, I showed them the upgrade requirements which included MS Works. Works, displayed right next to Office, could be had for $49. So, I sold quite a few copies of Works in my time at CompUSA.This reminds me of one of the Office versions where the Upgrade CD could be pointed at itself as a valid product to upgrade from. Saved a lot of time and disk swapping on install.

After reading the anandtech.com review of Vista and its performance versus XP, I think I'll wait a while. Its slower across the board (most likely due to non-optimized drivers). The biggest downer is they have too many versions to choose from. They try and jam you for $500 for the Ultimate and Home basic is pretty much useless for what you pay.
Just about every poll I see ( ie. finance.yahoo.com ) shows that about 70% are looking to skip the upgrade this year.
MS has tried to leverage too much on their users with this ridiculous licensing.
