why so many Permissions needing Repair?

Hi there,
I just updated to 10.6.8, and am now running Disk Utility to repair disk permissions. What I don't get is that, if I have a nice new OS installed... why are there so many disk permissions that need to be repaired?

Thanks namb., and I'll take your advice, but why doesn't Apple tweak whatever they need to tweak so needless/pointless permission fixes aren't advertised?
I just think it's odd.
