i think its this new ONE PLAN THATS ALL MESSED!

Open Photos.app. Go to Preferences. Do you see an option to turn on/enable iCloud Photo Library? If so, try that and see, then restart.

Weird. I'd wait until the official version of Big Sur gets released tomorrow, install that (for build number adherence, if necessary), then contact Apple Support for help.
