iPad Pro Why won't an iPadPro sync a pdf to a Books Album?

11" iPadPro, iOS16.5 synced to 19,1 iMac Ventura 13.4
I have set both the iMac and iPadPro to Optimize storage to my iCloud account.
Made a pdf from a rich text document w some Photoshop instructions.
Saved the pdf to a Ventura Books Album for all my Mac pdfs.
Remember my Ventura Desktop documents are synced & stored in my iCloud account.
Opened Ventura Finder, then synced the 11"iPadPro to the iMac.

My Ventura pdf never shows up in the iOS RECENT Books PDF album. Why?

the pdf retained its unflattened aspect when converting to pdf. Figured that out by opening the pdf in Photoshop and seeing a background. Books won't show an unflattened pdf apparently. Took all weekend to figure that out. whew
