Does anyone else's iPad ask them if they want to enable Wi-Fi calling every time it is restarted? Not that I restart it often, but I find it odd that this pops up every time that it does...and I do not have it enabled, nor do I want it enabled.

No. Check your iPhone “wifi calling” and “calls on other devices settings”. Additionally, trying turning it off/on on both devices.

After boot, yes. Wi-Fi calling/NumberSync is limited to 4-5 devices, iirc, and I’m kinda way over quota so I do get this message on older backup iPads.

That said, unless there’s something wrong, I don’t shut down/restart/hard reset the iPads anyway so I don’t get this message too often.

Your iPhone is set to do this. As the other commenter said, use the iPhone settings, and disable WiFi calling for other devices. After disabling WiFi calling on other devices it will no longer pop up with this message.
