I have noticed this today. When waking up my phone for like 2 seconds the Wi-Fi icon near my carrier isn't on despite WIFI being turned on in the options. Does this mean my Wifi is sleeping while the phone is sleeping? I did notice push notifications being super late as well. Did I somehow turn this option on? I'm running 6.1.1 on my 4S.

Wifi timeout is by design. If you are jailbroken, you can download Insomnia. That is what I use. It forces your Wifi to stay active. If you use SBSettings, you can download Insomnia toggle to quickly turn it on/off.

The person above is 100% correct. To add a bit more- this is something that has been around way before iOS 6.1.1 so updating didnt hurt you any. You probably just never paid attention to it before. I know I didn't.

Its been like that since 2007 when the original iphone came out.
Wifi shuts off after the screen is locked and iphone is inactive.
Unless you have it plugged in and charging then it will stay connected even in sleep mode.

I get no cell signal at work, so, I rely on GoogleVoice for my calls (I forward my phone to GoogleVoice before going to work) and iMessage to communicate with my folks. It is essential for me to be connected to Wifi at all times. That is why I use Insomnia to force Wifi to stay on. Forcing Wifi to stay on will definitely hamper battery life, but, I also switch Airplane mode on so that my phone is not constantly hunting for signal.

Biggest advantage for me is when I'm on a public wifi network that requires a sign in. Every time my iPhone goes to sleep, it disconnects and I have to re-sign in every time. Total pain in the butt. Insomnia is great for staying connected to this type of network.

iOS 7 beta 1 keeps my iPhone 5 connected to my wifi at work even when my device goes to sleep now. Hope this stays!
 
This is just beta 1, so it remains to be seen if this is a permanent change. And as with any beta, many are having big issues with battery life. After setting up my phone as a new device, my battery life has been pretty normal. Perhaps just slightly less than I was getting on 6.1.4.
 
I used to have Insomnia installed on my 4S and it worked flawless on IOS 5.1.1. I'm glad I don't need that anymore on my i5 because I remember it used to have a substantially higher battery drain than normal. Like, really much!

Maybe it was conflicting with something else, not sure anymore, long time ago.

Does it work just when the device is just plugged in and charging only or even when the phone is unplugged from the USB cable?

I've been unplugged all day.

If iOS 7 does indeed let Wifi stay on even after the device goes to sleep then it will knock off 4th jailbreak tweak I use. :D List is getting closer for me to not jailbreak anymore. :D
 
On further testing, wifi still seems to disconnect in sleep, but I'm somehow able to reconnect without having to sign back in. This is always the case on my home wifi, but this never happened on my work "guest" wifi on iOS 6 where I had to sign in every time I disconnected. Interesting.

I think its related to the new wifi hotspot 2.0. I could be wrong. I haven't had a chance to read this story. I saved it for later to read. Seeing this post reminded me of the article. Ill go read it now.

Edit: Not sure if this is the same thing. It only works on specific networks. These networks do, however, have to support this new feature. Essentially it uses your SIM to automatically connect to wifi instead of using a password.

Either way, Apple is trying to step their game up. Gotta respect that!

So your above posts were false then?
When it goes to sleep it still disconnects from wifi?
Reconnecting after its a different story.
