I could imagine they don't want apps overriding colors just to "stand out", the same way that many apps have abused notifications as a way to get your attention for nothingMy understanding, from Widgy and other developers, is that there is currently no ability to separate the application of tinting to icons and widgets. It’s all or nothing.
I left feedback regarding this during the IOS18 beta cycle. Please leave your own feature request. The more the merrier. I can’t imagine that this issue wasn’t identified during development. But then again..

They didn’t in iOS 18. This has been broken for a year with tinting. Not a new bug.The photos widget has an option to always show full color. I’m sure other widgets will have this option come full release. It’s a BETA!
