Boot to your Recovery system with Command+r -- not Option + r

You can also try Internet Recovery, which is Option+Command+r

Sorry i ment Command + R, when i try to enter recovery with that key combination it shows crossed out circle like the one i attached, while Option+Command+R just bootloops.

looks like system installation is broken (probably corrupted SSD, or poked in system files, or deleted important kexts etc).

Reformat and reinstall is only way

@StoneJack

Can you point me in the right direction on how to do the reinstall, as the system wont boot in recovery neither internet recovery, are these macs bootable for EFI usb stick anyway? I tried creating dummy EFI bootable stick and its not detected with option + power on, command + power on. I am clueless. Also forgot to mention that i took it to apple store as its out of warranty then didnt even open it and said that i need new motherboard, i confirmed this as i opened it my self after that and it wasnt even touched inside.

They wanted 650 euro for new motherboard and i declined as this laptop can be bought used in working condition for the same money i guess.

it involves building a USB boot installer.
https://support.apple.com/en-us/HT201372 (googled in one second).
Good luck.
BTW, if Apple says you need to change mainboard, probably they are right. The computer is done. Either sell for parts or have mainboard changed. Yes, it is expensive.
