The cable guy came to our house today and replaced our cable modem/wireless router. My wife gets home and I set her iPad up on the new wifi network with the new password. A few minutes I grab her phone to do the same thing. This time, though, her iPhone was already signed into the new wifi network! Do Apple devices, that are on the same Apple ID, sync wifi logins??

If you share an iCloud account, then wifi networks are shared between devices via the iCloud keychain.
Interesting. Never knew that keychain did that with wifi networks. Thought it was mostly with online passwords.
