On 17.1 the drop off in speed on my ac WiFi is much greater than my iPad Pro m1 and iPhone 8+ at about 50 feet. Closer to the router it’s about the same or a little faster.

Anyone else?

Even if you're not noticing it in the same way as the OP, how could it possibly be the same throughout your house? Pretty sure that's physically impossible...

With a mesh network you’re going to be fairly close to a router at all times. What I see is a speed decrease at roughly 50 feet where other devices are slightly above the isp cap (300mbps).

As a test, using just the crappy supplied router from my ISP I’m getting near identical speeds upstairs as I am downstairs. You shouldn’t be noticing anything drastic I wouldn’t have thought. Do you have anywhere you can test to see if it’s phone or your network/ settings compared to when you are at home?
 
I don’t have a controlled test outside but given that my other devices don’t have this drop off I think it’s something with this particular phone or 15 pro max in general.
