I also noticed after updating even though I turn my WiFi OFF at times when I bring up the control center, I notice the WiFi is turned ON
 
It is intentional in iOS 11. You can't turn off wifi and bluetooth through control center. You must go in settings.

Yeah, it takes me a whole 2 extra seconds to force touch the setting app, select wifi and then slide the switch off to turn it fully off and that 2 extra seconds each time is going to be several whole minutes over the year.

Well, this is not entirely true. Even if I turn off WiFi on settings, sometimes it turns on by itself. This is happening for several betas. Very annoying.

It sounds like some people might be having some issues with that for some reason, but that isn't how it's supposed to work, nor does it seem like whatever is causing that issue for some people isn't affecting most.
