I currently have a 2018 IPP and am thinking of upgrading to the 2021 IPP. I am a "heavy productivity" user meaning that I frequently switch between and run Microsoft Outlook, Microsoft Skype for Business, Microsoft Teams, Microsoft Office apps. I have noticed at times frequent hangs, delays and outright application terminates. I am wondering if cycling between these apps frequently is taxing the 4GB RAM in the 2018 model (I don't have the 6GB/1TB model). It could also be that these Microsoft apps are just not tuned well for iPadOS....

Anyone make the upgrade from 2018 IPP to 2021 IPP and find a much smoother multitasking experience using productivity apps?

I don't have the M1 model, but I do have the 2020 model that got 6GB across the board, and I definitely notice a benefit in keeping apps suspended vs my 4GB iPhone.

Among those, I only use Excel. However, on the 2017 Pro 12.9 4GB/512GB Excel would often reload on me whenever I switch between Safari (100+ tabs) and Excel. Meanwhile, I haven't had Excel reload on me yet on the 2021 Pro 12.9 16GB/1TB.

No idea if the 2021 Pro can cope with all those apps completely without reloads though. If you're in the US, Apple is already within holiday return period so that gives you ~2 months to test if the 2021 Pros improves things over the 2018 Pros.
