Will a non flashed VGA work at 2.0 PCIE SPEED under windows 10?

It depends on which card you are talking about.
Nvidia cards tend to gain pcie 2.0 speed by flashing. AMD cards tend to get it with a resistor mod, in which case it would be an "unflashed" card. But those are generalizations and there are undoubtedly exceptions.
Also worth considering is that many people have pointed out that the speed difference is not a big deal.
I thought non-Apple cards work at 2.0 speeds in Windows, just not in MacOS? At least that’s what I remember when I had a 7870 in my old 2009 cMP.
The other way around. Non flashed Nvidia card negotiate at PCIe 2.0 in macOS, but not Windows on cMP.
For AMD, that's OS independent. 7870 cannot negotiate at PCIe 2.0 without resistor mod.
