Will all my custom settings / photo face tagging be reset during GM?

Probably not but no one can say for sure. That is the chance you have decided to take by agreeing to the TOS to test a beta. You are in effect an Guinea Pig.

i wonder what happens when they make a change to the algorithm - will it automatically re-scan all the photos again - the initial scan took a long time.

Yes, you will loose all your tags when you go from GM to final version.
It works like iCloud photos in x. versions, if you have photos there, when you go to a fial version, you loose them.
