I’m looking to get an Apple Watch. Will an Apple Watch work properly if I wear it on the underside of my wrist?
 
Yes, I read someone saying they did that and it makes it more convenient to use tap-to-pay terminals.
 
Will it work properly? Wearing it always on the underside or only for workouts?

I don’t know, am no medical expert but the sensor array was designed to work on your wrist, so here are some features where I just don’t know:
ECG/Afib detection
Sleep detection
Wrist tempersture

If you were to ask Apple, my guess their answer would be no.
 
I wear mine inside the wrist all the time and it works just fine. When it is cold outside and I am doing a workout, I found the HR feature actually works better if worn on the inside of the wrist.
