I was wondering... do you think Apple will make everyone upgrade to 1.1.3 to download any new programs that are dev'd after the SDK is released?

Would be nice if we didnt have to, and they better make it worth the while if we are forced to!
 
typically, yes.

upgrades are usually needed to access new features. (see the iTunes mobile store for example).

Worth the while from what though, a hacked phone, if so, then Apple doesn't give a darn about you as you have violated the agreement that you had with them. If upgrading from an unhacked phone, then you would not have anything to lose really.

I just wish to see the day, when I have 1.1.3 on my phone living alongside Installer.
