I just bought a brand new, manufacturer sealed Apple Watch Aluminum Silver with the White band from my local Best Buy.

Will Apple allow me to swap the White band that comes with the Silver Watch for the Black band if I bring the Watch into the store and open it there in front of them so they know it's not used?

LOVE the silver bezel, but NOT the white band.

It doesn't matter if it's used. It matters that Best Buy have your money!

Return it to Best Buy and re-buy from Apple if that's what you need.

No tried this and they refused even to swap with models they had just sitting there for people to play with. Ended up selling my pink sand band on ebay for $43 and eating the difference to get the better looking black band.

Not in my experience. I wouldn’t put it past Apple to mate watches with bands that would prove to be unpopular in order to sell another band on Day One that someone would actually want and wear. For example...42mm SS with a white SB? Really?
