I can't find any info on this, and I figured that there would at least be a discussion somewhere about it. I'm not interested in joining Apple Arcade, but there is one game (Cat Quest 2) that I'd like to buy. Is it known if Apple Arcade games will eventually become available for purchase? Or does Apple front some of the cost of development of these games in order to lock them down for all time?

We don;’t know for sure. Apps in Arcade for sure may (sometimes) eventually become available on other platforms, but whether it could eventually be a paid App Store app is not clear.

You can already buy Cat Quest II for the Nintendo Switch on the Nintendo eShop for 14,99$ <Link>
Edit:
There is an article on 9to5Mac about Apple Arcade and ports to other platforms.
It seems like Apple Arcade Games shall not be ported to Android, but other systems e.g. consoles are fine.
A release on the „normal“ App store as FreeToPlay or PayOnce Title seems unlikely also.

I created a thread for Apple Arcade to increase visibility, so if you like you can post there if you have further questions. Of course you can create your own threads if you wish.

Yeah. I could buy it for the PS4, too. But the original Cat Quest was somewhat unique for me in that I actually loved the touch screen controls.
