I read the paper material that came with my new GPU, the AMD radeon RX 460, and it said that I would need OS 10.14 to be able to have native sound from my monitor.

This has me a little concerned as I use Adobe CS6 and as of now, it looks like it is best I stay with 10.13, the last modern OS to be stable with CS6, which is what I will do to be sure my CS6 works.

But will I be able to have sound out of my monitor? will I have to have separate speakers?

My 6900xt makes the sound out of my Samsung QN900A 8k tv/monitor available. Will depend on the type of cable you use. I’m running macOS Monterey so I’m not sure how far back the ability goes.

The monitor will likely be connected via a mini displayport adapter to the displayport output from the Radeon GPU.
