Out of curiosity what is it about iPadOS 15 that you hate so much? I despise the Home Screen layout spacing, but that’s about it. The most of the rest is just iterative refinements, and it’s fairly stable.

Safari on iPadOS 15 is --- dreadful

An incredibly hideous design that sadly can't be fully reverted through the Settings/Options.

Unbelievably pointless "change for the sake of change".
I can't believe that is something they wasted resources on.

Yes, I dislike iPadOS15 that much. I never downgrade, ever. I'm not sure I can deal with this absolute mess on an $800 purchase.

A mess? Except for adding the useless app drawer and support for widgets on the actual screen (a positive), it's the same as 14.

I love the app drawer. One screen of common apps and everything else via search.

What if OP Jail breaks the Mini 6, can he install IOS 14 that way?
Jailbreaking a just released A15 device isn’t very realistic. Then iOS 14 would need support for the new hardware which is also very unlikely to exist. It isn’t reasonable to think you can install iOS 14 on a device not designed for it.

One of the final betas of iPadOS 15 added an option for large app icons on the Home Screen. it does help the appearance in my opinion.

I too dislike iPadOS 15, none of my iPads will see it (except my 10.5 Pro used for testing new versions).
I dislike the reduced number of icons (iPadOS 14 gives me 30 icons + fixed set of widgets on my home screen, much more than 15, which reduces my productivity) and I hate the new safari.
Unfortunately there is no way of downgrading new devices to 14 (fortunately for me I don't plan to buy any new iPad for a while, unless an iPad pro Max arrives)
