Im looking to get a new iphone, but I have an app NAVIGON That has been discontinued and is no longer available in the app store... Will I lose the app on the new phone, when I migrate from the old phone?
 
No, you can view purchases in the App Store and redownload the app unless the app was removed. On the new iPhone, launch the App Store, tap on the right top corner that will take you to your account, hit the purchased tab, search for that app, and hit the download button. Since it is discontinued, the app may or may not function properly on newer device or newer iOS.

If the app is removed from App Store then it's gone.

Backups to iCloud these days don't back up the app. On restore, it will download the apps from Store again.

So, yes, if the app is pulled from App Store, you will lose it on a new device.

Unfortunately this is true. If you wish to keep that app whenever you upgrade, it will either have to be downloaded again from the developer (if they still make it available) or you can use a third party app such as iMazing 2 which will preserve your apps when you update or upgrade to a new iPhone.

One note about iMazing - you need to download the app manually with Manage Apps section. It won't save the .ipa during backup, but if you have it you can install the app as long as it's compatible with your iOS version even if it's completely removed from the AppStore.

If the app was removed from the AppStore, and there is no local .ipa it may not be restored. And in addition Banglazed post, search in Purchased > Not on this iPhone.
