Will iMac's 12ms Response Time/Input Lag Improve Soon?

Hi all, Current 21.5" iMac has a response time of 12ms (a little more than half a frame at 60fps). Does anyone know why it's so high? Do you think the iMac releasing at 2020 would have significantly lower input lag (rivaling current 4K monitors)?

Also, do you know the current definition of response time (does it include input lag)?
