Ok my situation is this, I’ve been using my iPhone 11 to take pics with a test iCloud account. If I now log into another iCloud account, will it erase the existing pics that are now in my phone? Or will it merge them?
 
You'll need to sign out of your current iCloud account first. Upon doing so, you'll be asked if you want to keep your photos, or remove them from the phone.

If you keep them on the phone, you'll need to have enough storage space on the device to download all the originals (if you were using optimized storage). Signing into another iCloud account will then sync the photos to that account.

Ah, a further question, would you know that after keeping the photos, would it also keep the previous folders that’s been created as well?
