I think it should just go into a compatible mode if someone hasn't updated.

They meant it doesn't send the new messages types, i.e. Stickers and drawings nor does it send the larger emoji

That's kind of what I mean- there aren't many people there, but to those that remain, iOS 6 is dearly beloved to them.
