I don't think so. I think you'll have to pay full price and renew your contract.
I think they stopped requiring that so they can get rid of inventory (mainly the 3G) to make room for the upcoming model in the lineup.

They want to first serve/sell to the contract users and then when stock is plenty start selling no contract iphones.
