Will people with iOS 9 be able to see the new emojis

i have 9.1 beta and sent the emojis to a few friends, but none of them can see it bc they are on 8.4.1 probably...when most people get 9.0 final build, will they be able to see the 9.1 emojis?

Probably not, as they were likely added into the 9.1 beta after 9.0 was finalised.

I can confirm, a friend of mine was playing with the 9.1 beta and I have 9.0 GM. She sent me some of the new emojis, all I saw were the black "?"s.
