So basically apps that are updated for 64 bit like Google chrome still can be used/install/updated?
I don’t recall Apple saying anything about App Store requirements in this regard. As it currently stands, developers can submit either 64-bit apps or combined 64-bit/32-bit apps to the App Store. Given that iOS 11 only runs on 64-bit devices, I suspect that Apple will have a policy that requires 64-bit for apps that run on that version only.
Developers can still target iOS 8 with current and new developer tools, so that should give developers ample room to support older versions, if they want to.

Apple only states that the new app store is coming this fall.
It is assumed the update will also come to 10.3.x firmware as well since Apple has made no announcement of iOS 11 exclusivity.

So, as far as we know right now, you should expect to continue using your iPhone 5 until Apple deems it Obsolete (more than 5 years since manufactured).
BTW, next year will see the iPhone 5 go to the Obsolete list.

The iPhone 5 won’t get iOS 11 at all. iOS 11 requires 64 bit devices, which the iPhone 5 is not. You can see all supported devices on this page: https://www.apple.com/ios/ios-11-preview/
Well actually, Apple discontinued the iPhone 5 before the 4s. So maybe? It doesn't matter though, this doesn't have much to do with software support. You can still download (some) apps on obsolete devices.
Actually this has nothing to do with the official vintage or obsolete statuses. If you check the link it's about manufacturing and discontinuation date.
Yeah, a device could not be obsolete or vintage by Apple's apparently buffet standards and still not receive the latest software.

iOS 11 will not work with the iPhone 5. The iPhone 5 is not 64-bit and iOS 11 only supports 64-bit devices.

There is a difference between 64-bit-only apps and combined 64-bit/32-bit apps. Apple allows developers to submit either since 2015. Apple also stopped accepting 32-bit-only apps in that year. Apps that aren’t one of the two won’t run on iOS 11 at all. However, developers can still submit combined apps for older iOS versions and that is what this thread is about.

I'm assuming that when the iPhone 5c/5s comes out, then the iPhone 5 stops manufacturing right?
Apps can still be built 32/64 and run on the iPhone 5 for some time going forward.
However, you might want to start saving up for a new phone. The phone will likely be useful and get good app support for the next year or so, but as time goes forward more and more developers will stop targeting iOS 10. So there's no rush, but there will come a point when your favorite app will stop receiving updates and/or break when their backend requires a version you can't install.
If you upgrade to a used phone, I suggest iPhone 6S or newer, since they have 2GB of RAM and run considerably smoother than the iPhone 6 @ 1GB of RAM. The SE is also an excellent option if you like the iPhone 5's form factor. Physically it'll be like your phone didn't change, but the speed difference is mind blowing.

I think the 5c and 5s are considered separate devices manufacturing wise. However, I'm guessing Apple will wait until after the 4s has been added before adding any of the 5 series, despite the 4s outlasting the 5. Who knows..
