Since the camera's preview is motion video of what you're seeing, I assume it has the capability. I guess nobody has tackled it yet or the app hasn't been approved.

It's definitely possible. I had a Video Recording application installed on my jailbroken iPhone through the Installer App. I haven't seen one yet in the App Store, but if there is one, I'm just hoping it's free.
