I’d ideally like to sell my MacBook Pro and just use my iPad Pro - but, I’d have to be able to transfer media to and from my USB external drive. I’ve got a USBC - USB3 adaptor that’s working great, and can now play movies from the drive through the Files App - but, I can’t transfer those files to the iPad - is that as expected, or coming, or am I missing something?

Well, you can transfer them to the iPad... But not to the TV/Videos app. Only to within the files app for now

That would be fine - but I’m getting a ‘this operation could not be completed, no such file or directory’ error - should you be able to do this then?
 
You can rest assured that Apple Music app, video app/Apple TV app, podcast app and books app will never allow user to store contents directly from USB drive or via any app. But, third party media players can support importing files to its own library, such as nPlayer.

With that being said, I strongly suggest you hold of selling your MacBook Pro at least until the end of September. iOS 13 is still in beta, and relying on beta software to complete your workflow is a horrible idea by any measure. Plus, if iPad is soft bricked (that is, DFU still works), only MacBook Pro or PC can save your iPad from beta iOS.
 
Just as an update to this - I did more testing and tried running, and transferring from, a USB stick I have through the same USB2 - USB-C adaptor. Oddly, all the files ran and transferred fine from this. So, to summarise:

Lacie Porsche Design 2TB external drive, through USB-C adaptor - media files play fine but won't transfer ('The operation couldn't be competed. No such file or directory')

Integral Fusion 16GB Memory stick, through USB-C adaptor - media files play fine, and also transfer fine.

Any ideas why?

Because it is running beta software.

I simply cannot use any USB drive with my iPad Pro. Files are listed but can’t be opened unless the file is super small. Transfer takes forever. Still no eject drive feature. Waiting for beta 5 or 6.
