I want to stream hulu and stream content from this mac mini a1103 to my atv, would these specs cut it?

at least a 1.83 c2d from 2007. if you can do diy that can be upgraded quite a bit.

if you are plug and play you want a 2009 2.26ghz with 4gb ram and a 7200 rpm hdd wd scorpio black 320gb is fast.

5400 RPM HDD's should be sufficient for serving up media.

I agree, as mass media for consumption only has data rates only of up to 2MB/s, and any older ATA drive can deliver that, even the 4200RPM models.
And viewing video via Flash (be it SD or HD) will not have a better performance with a faster HDD.
