Will using "Restore iPhone" in iTunes install old iOS?

For example, an old iOS 9 iPhone is backed up to iTunes.

THEN,

A new iPhone (running iOS 10) is connected and "restore iphone" clicked on (in iTunes) will
the shiny new iPhone get downgraded to iOS 9?

Nope. Restore means that the latest version of iOS (currently 10.1) will be downloaded and installed on to the device.

ok thanks. Which offers a more reliable process for this - iTunes or iCloud?

iTunes. IMO And its faster. Encrypt is for security mostly but also backs up stored passwords. Good for convenience but bad if you ever need to restore because you forgot the passcode.
