Will WiFi iPad work with the new Apple Watch GPS ?

have some specific usecase : marine navigation and have already an WiFi iPad.. (but no iPhone)
.. can the new apple watch be paired with my WiFi iPad to enable usage GPS apps on it ?

The Apple Watch 2 site says: "Requires iPhone 5 or later." I guess if it's that specific it won't pair with an iPad.
