Does anyone have any solution or stop it from redoing steps?
This was working months ago, now it doesn't work for me. Never did had the option right click drive to "eject", only see "format". Like I can get it to eject work, but having to redo any type of solution results in the same stucked loop. Oh look it works, do it again 5 minutes not working again.

No reasonable solution. Every type of solution results in failure to work. Works after doing the solution, but after reboot or shutdown same back issue. Also found out on the VERGE.com that its okay to unplug drive as long as its not in used.
Tried this, didn't work: Device Manager -> Disk Drives. Check the configuration of each device under disk drives. Under one of the options, we found that we could select between "quick removal" and "performance". choose performance.
-Disk Management offline. Led light turned off drive. But didn't work afterwards.
-Device Management. Uninstall device.
-Device Management: Update usb drivers
-youtuber: many views but hide their Likes and Dislikes
