I can't seem to find if its 200% or 225% when using 5K in windows.

I had a custom scale factor set (I usually run the BootCamp partition as a VM in Fusion) but when I disabled it, Windows came back at 5120x2880 with a 200% scale. So I am guessing that is the default. It makes sense if you want text to look like it would on a monitor with 1/2 of the resolution in each direction. You do also have the option of directly choosing 2560x1440 if you want true 1440p. But you should just set it to whichever scale that is most comfortable for you to read.
