I currently have a hackintosh (Core 2 Quad 2.4GHz) and I am looking at installing Windows 7 on a Parallels VM. How does the CPU allocation work? If I assign 2 cores to Windows 7 (if that's possible), would it be like having a Core 2 Duo in OSX and a Core 2 Duo in Windows?

The OSX side will still be Quad. The Windows, if you allocate 2 processors, would look like a Dual core but thats it.

It is but it doesnt work in the way you're thinking of. Each core is shared to boost performance. For a quad core, if you have 100% cpu usage for a 1 core virtual machine, it'll be like 25% usage through all 4 cores. for 2 core virtual machine, maxed out cpu, it would be 50% through all 4 cores, etc.
