I am a macOS user that has to use windows at the office

One of my workflows is entering purchase orders that are mailed as pdfs

macOS mail shows the entire pdf inline in the message by default

Every windows client that I have tried cannot do this (or at least I can't figure out how)

Can someone point me to a mail client for windows with this functionality?

Or explain how to do it in windows mail or outlook if that's possible?

Have you tried attachments previewer settings in Outlook, this way you do not have to open the attachment

I found these settings and it looks like everything is right but I still have to click on the attachment to open it

Maybe I’m missing something

Yes, but it's not launching adobe etc to view etc so you stay within outlook so faster and easier :)

Currently you are opening and closing Adobe many times a day.

It's a security thing as PDF's can contain malicious code etc so not sure how you are protected on your Mac, but that is why on windows its an option.
