From the Bootcamp FAQ:

In the Windows XP Startup Disk control panel (installed from the Macintosh Driver CD), external FireWire and USB startup disks are not recognized.

It will work it just takes time, i have gotten it to work. use this link for help https://forums.macrumors.com/threads/191777/ if you scroll downa bout half way it will tell you how to do it, make sure you partition your external drive the proper way though.
