Because Microsoft have fixed the specs of all Windows Phone devices, are updates required to be vetted by the OEM or are they pushed directly to all Windows Phone devices by Microsoft?

Windows Phone updates go through the carriers. It seems like Microsoft at one time said they were going to push updates directly to devices but that hasn't happened.

When i used windows phone (7.5) the updates first came from the oems then the carriers. Not sure if that has changed with 8.0

On windows phone 7 the updates were pushed by Microsoft and the OEMS, after Mango it seemed to shift to carriers.

Windows phone 8 is carriers :(

How about off-contract and unlocked phones? The OEM pushes it?

Yep, I got an update on the 8x around same time as it was being pushed to Lumia series and my 8X was unbranded, unlocked & off-contract.

On bright side its quicker than android rollouts :) but still not Apple here it is quick..
