hi,

ok, so about to get my hands on a 3.1.2 phone (yay me!!), old modem etc so untethered...wicked!!

but I want to ensure that I wipe it completely before putting my own stuff on it (just to get rid of any old stuff that may have been left behind by previous owner)

can I just perform a reset (Settings - General - Reset - Reset all Settings)

will this return it to 'new' phone status?

I'm possibly going to ebay my 3.1.3 phone, or install os4 on it and see what it's like

Well you failed to say what version phone, from what you typed I will guess it's a 3GS. If you use the reset buttons you will kill the phone.

You need to have 3.1.2 hashes saved (previous owner) or be currently jailbroken to restore the firmware. If you restore without either of these, you cannot jailbreak and cannot unlock.

I recommend you slow down, use Google to do some reading or your next post will start with "Help".
